Electric Vehicle Supply Equipment (EVSE)
The following Electric Vehicle Charging Connection Procedures (EVCCP) applies to Electric Vehicle Supply Equipment (EVSE) connections for non-residential applications, include Level 2 and Level 3 chargers, public charging stations, workplace charging, and EV fleet charging.
Please note, Residential EVSE installations are not covered by the EVCCP. For these, customers should contact InnPower for guidance.
Eligible customers should review the information provided below, as well as InnPower's Conditions of Service (CoS) (Conditions of Service | innpower) before starting the connection process.
Steps for EVSE Connection Request Process:
Step 1: Preliminary Consultation
- Customers can choose to request a Preliminary Consultation by completing and submitting an EV Preliminary Consultation Information Request (EVPCIR) form to InnPower.
- This step is optional and provides high-level information about connection feasibility, particularly for customers uncertain about site selection or EVSE installation.
- A response from InnPower is provided via an Electric Vehicle Preliminary Consultation Report (EVPCR), which outlines connection capacity, potential expansion needs, and complexity.
- Note: This report is a snapshot and does not guarantee capacity or replace the formal connection process.

Step 2 & 3: Connection Request & Completion Check
- Customers wishing to connect their EVSE must submit a formal Connection Request to InnPower.
- The request includes details about the EVSE installation location, existing or proposed electrical service, and requested connection timing.
- InnPower reviews the request for completeness. If additional information is required, the customer must resubmit.
- If no system modifications are needed, InnPower allows the customer to proceed with the installation.
Step 4 (if applicable): Offer to Connect
- If the connection requires modification or expansion of the distribution system, InnPower provides an Offer to Connect (OTC) after receiving the connection request.
- The OTC will specify the connection requirements, including whether any system expansion is needed and if a capital contribution is required from the customer.
- Three scenarios may apply:
- No expansion – Only modification of existing connection assets.
- Expansion without capital contribution – Expansion required, but no capital contribution from the customer.
- Expansion with capital contribution – Expansion required, and the customer must contribute to the cost.

Step 5 (if applicable): Project Development and Construction
- After the customer accepts the Connection Offer to Connect (OTC) and makes necessary payments, the customer and InnPower will work together to finalize the design and schedule for the connection.
- Both InnPower’s and customer’s construction activities will proceed in parallel, with ongoing communication to ensure the timely connection of the Electric Vehicle Supply Equipment (EVSE).
- If the customer has opted for an alternative bid for the expansion work, InnPower will inspect and approve the constructed facilities before paying the customer a transfer price, which is the lower of the customer's actual cost or the InnPower's initial offer.
Step 6: Energization
- For low voltage (<750V) connections, energization must occur within 5 business days once all service conditions are met, or as agreed.
- For high voltage (>750V) connections, energization must occur within 10 business days after all conditions are satisfied, or as agreed.
- InnPower will provide the customer with a list of service conditions necessary for energization in the OTC.
Step 7 (if applicable): Final Economic Evaluation
- After the facilities are energized, InnPower will conduct a final economic evaluation based on actual costs and forecasted revenues.
o If an estimated OTC was provided (with expansion), this evaluation will reflect actual costs incurred and any applicable transfer price paid to the customer.
o If a firm OTC was provided with an alternative bid, the evaluation will use the costs and revenues from the firm offer.
- If there is a difference between the initial and final economic evaluations, InnPower will adjust the capital contribution, either collecting additional funds from the customer or crediting the customer as necessary.
Step 8 (if applicable): Expansion Deposit Return and Rebate
- Expansion Deposits are required when a capital contribution is needed. The deposit covers potential risks (forecast and asset risks) related to the expansion.
o Annually, InnPower will return a portion of the deposit based on the actual demand for the expansion.
o If demand does not meet projections by the end of the customer connection horizon, InnPower can retain the remaining deposit.
o If unforecasted customers connect to the expansion, the customer may be eligible for an expansion rebate. This rebate is based on the new connections benefiting from the earlier expansion.
